Annual meeting of UNGA to open

New York, Sept 22 - The General Assembly of the United Nations will begin its annual meeting on Tuesday morning with an address by Secretary General Kofi Annan.

Brazilian President Luiz Inacio Lula Da Silva will be the first head of state to address the assembly.

US President George W. Bush who failed to get legitimacy from the world body over Iraq war will come to the United Nations to appeal for help without hand-over of administration of the country to the United Nations.

The United States handed over Afghanistan after campaign against Taliban.

But, does not consider the same approach in case of Iraq for its lucrative oil revenues.

The war's chief opponents -- French President Jacques Chirac, German Chancellor Gerhard Schroeder and Russian President Vladimir Putin -- will also attend as Iraq continues to dominate the international stage.

There will be debate about the future of the United Nations itself, struggling to find its own role in the 21st century.

Annan who has denounced lack of legitimacy of the US-led invasion of Iraq said in a speech earlier that "events have shaken the international body.

"The system is not working as it should." The Israeli-Palestinian crisis will also be high on the agenda as the quartet responsible for the so-called peace 'roadmap' -- the United States, United Nations, European Union and Russia -- meet on the sidelines of the General Assembly meeting this week.
